Kualitas kerja mengacu pada kualitas sumber daya manusia (Matutina,2001:205), kualitas sumber daya manusia mengacu pada :
- Pengetahuan (Knowledge) yaitu kemampuan yang dimiliki karyawan yang lebih berorientasi pada intelejensi dan daya fikir serta penguasaan ilmu yang luas yang dimiliki karyawan.
- Keterampilan (Skill), kemampuan dan penguasaan teknis operasional di bidang tertentu yang dimiliki karyawan.
- Abilities yaitu kemampuan yang terbentuk dari sejumlah kompetensi yang dimiliki seorang karyawan yang mencakup loyalitas, kedisiplinan, kerjasama dan tanggung jawab.
Hasibuan (2007:87) menyatakan : ”Penilaian adalah kegiatan manajemen untuk mengevaluasi perilaku dan hasil kerja karyawan serta menetapkan kebijaksanaan selanjutnya.”
Dua hal yang dievaluasi dalam menilai kinerja karyawan berdasarkan definisi diatas yaitu perilaku dan kualitas kerja karyawan. Yang dimaksud dengan penilaian perilaku yaitu kesetiaan, kejujuran, kepemimpinan, kerjasama, loyalitas, dedikasi dan partisipasi karyawan. Sedangkan kualitas kerja adalah suatu standar fisik yang diukur karena hasil kerja yang dilakukan atau dilaksanakan karyawan atas tugas-tugasnya.
Flippo (1995:28) berpendapat tentang kualitas kerja sebagai berikut: “Meskipun setiap organisasi berbeda pandangan tentang standar dari kualitas kerja pegawai, tetapi pada intinya efektifitas dan efisiensi menjadi ukuran yang umum.”
Bertitik tolak dari definisi yang diberikan oleh Flippo (1995:28) tersebut maka dapat dikatakan bahwa inti dari kualitas kerja adalah suatu hasil yang dapat diukur dengan efektifitas dan efisiensi suatu pekerjaan yang dilakukan oleh sumber daya manusia atau sumber daya lainnya dalam pencapaian tujuan atau sasaran perusahaan dengan baik dan berdaya guna.
Kualitas sumber daya manusia memiliki manfaat ditinjau dari pengembangan perusahaan yaitu:
1. Perbaikan kinerja.
2. Penyesuaian kompensasi.
3. Keputusan penempatan.
4. Kebutuhan pelatihan.
5. Perencanaan dan pengembangan karier.
6. Efisiensi proses penempatan staf.
7. Kesempatan kerja yang sama.
Bitner dan Zeithaml (dalam Riorini, 2004:22) menyatakan untuk dapat meningkatkan performance quality (kualitas kerja) ada beberapa cara yang dapat dilakukan oleh perusahaan yaitu dengan memberikan pelatihan atau training, memberikan insentive atau bonus dan mengaplikasikan atau menerapkan teknologi yang dapat membantu meningkatkan efisiensi dan efektifitas kerja.
Sunu (dalam Flippo, 1995:91) menyatakan bahwa penting untuk menciptakan lingkungan untuk meningkatkan kualitas kerja, yaitu:

- Pengakuan dapat mendorong tindakan yang sesuai dengan nilai, sikap dan perilaku untuk meningkatkan mutu.
